A level of editing permission that allows users to make limited customizations to forms. Users cannot create new forms or delete existing ones (other than their user version). Allowed customization to forms includes the following:

• Resize Form
• Change a form's caption
• Change the tab order of components on a form
• Edit components in minor ways, including resizing, moving, and hiding components; changing default values; changing component levels; and setting upper case or read only properties.
